The same reason why eles can spam flare constantly without attunement and still manage to have higher energy than my mind blast on high set :/

The only way I have ever been able to get Flourish to work is with long recharging interupts, but having 4 interupts on a war really is little more than anoying to foes.....

I actually posted a Flourish build somewhere on this forum, but it simply failed to live up to expectations...

Besides...

VS casters --> [frenzy]+[Warmonger's Weapon]
VS sins/rangers/melee/ect --> [frenzy]+[Wailing Weapon]

Warrior's Endurance, with zealous mod you use 5 enrg and regain 4, thus only using 1 enrg which recharges the second you lose it.
You can also use war's endurance with a dagger build that only utilizes 5enrg skills. (no I don't use it, and don't start flaming about this)
